The Housing Authority of the City of Tulsa (THA) is governed by a voluntary Board of Commissioners, each of whom is appointed by the Mayor of the City of Tulsa.  The board employs THA’s President/CEO, who, in turn, employs the remainder of THA’s staff of approximately 250 team members.

Executive Office

The Executive Office is responsible for the overall operations and performance of THA and is comprised of the President/Chief Executive Officer, Chief of Staff, Chief Finance Officer, Chief Legal Officer and executive administrative assistant.

Rental Assistance

The Rental Assistance Department (formerly known as the Section 8 Department) is responsible for families receiving rental assistance that allows them to select housing of their choice, whether it is an apartment, duplex or house, provided the owner of the unit is willing to accept the family under the voucher program guidelines.  The voucher program enables families to move from state to state and maintain their rental assistance.  To ensure that housing is in safe, sanitary and decent condition, THA employs a team of inspectors.  THA’s inspectors also cover public housing sites.

Affordable Housing

THA provides housing for low- and very low-income residents through the provision of public housing units. The Affordable Housing team is responsible for the management and maintenance operations of THA’s Public Housing, Project-Based Voucher and Project-Based Rental Assistance properties. Functions include processing lease agreements, rent, work orders, eviction processing, housekeeping inspections, fire safety training and overall operations of the communities. To ensure that housing is in safe, sanitary and decent condition, THA employs a team of maintenance professionals, including custodians, electricians and plumbers.

Development Services

The Development Services Department is primarily responsible for all major capital improvement projects and all new development projects which include property acquisition, pre-development, due diligence, financing and development management with the ultimate goal of passing each new endeavor over to our in-house construction services department or a contractor.  Our greatest endeavor is to ensure the provision of quality housing today and in the future.

Construction Services

The Construction Services Department is made up of a team of skilled and seasoned construction managers that oversee the substantial rehabilitation and new construction activities for THA. It is directed by the Vice President of Construction Services and is an integral component of the overall plan to extend the life of all THA properties and create additional high quality affordable housing in the City of Tulsa.

Social Services

THA recognizes that the provision of housing is only part of the need facing low- and very low-income families who strive to become more self-sufficient.  Social services staff are present at all housing communities and offer a multitude of assistance ranging from fun activities for residents to employment assistance. The Family Self-Sufficiency (FSS) Program is responsible for assisting families currently receiving rental assistance in making the transition from public assistance to becoming economically independent of all government subsidies.  

Finance and Accounting

The Finance and Accounting Department is led by the Vice President of Finance and Accounting, who is responsible for overseeing all budgets, funding requests and financial reporting, as well as supervising the accounting staff.

Human Resources

The Human Resources Department is responsible for recruiting, hiring and maintaining adequate staff to support THA’s mission. These efforts include participation in job fairs, internal training opportunities and maintaining THA’s benefits and wellness plans. General service functions include supervision of the central copy room and internal mail services for all THA locations.

Security

The Security Department is responsible for working with property management to ensure that steps are being taken to provide a safe environment for tenants and their guest at all THA’s family and elderly communities. Security personnel also monitor the Drug and Fraud Hotline which residents may call anonymously to report any suspected drug use or drug sales in their communities. The security department reports to THA’s Senior Vice President of Affordable Housing.

Information Technology

The Information Technology Department is responsible for the administration of THA’s network infrastructure, including wide area network communications to THA’s apartment communities.  The department delivers services in alignment with client requirements, in part by creating and maintaining software applications for use by THA staff.

Communications

The Communications Department is responsible for providing timely updates and news related to THA and its projects. This department oversees all THA web and digital properties, including social media, as well as publications, marketing and media relations. The department is helmed by THA’s Vice President of Communications & Public Affairs.
