TULSA, Okla. (January 16, 2025) – With a documented need for 12,900 housing units over the next ten years, 4,000 of those representing existing pent-up demand, Tulsa Housing Authority (THA)’s development efforts created or preserved 779 units totaling more than $177,500,000 in investment in 2024.

In 2024, THA preserved 631 units of affordable housing through renovations made possible by the U.S. Department of Housing and Urban Development (HUD)’s Rental Assistance Demonstration (RAD) program.

THA housing development created 148 new units, the majority of which are affordable. THA is one of few housing authorities in the U.S. to have two concurrent Choice Neighborhoods Implementation (CNI) grants from HUD. THA and the City of Tulsa were awarded a $30 million CNI grant in 2018 with an additional $5 million awarded in 2020 for the development of River West. In 2023, HUD awarded THA and the City of Tulsa a second CNI grant totaling $50 million for the development of 36N, formerly Comanche Park Apartments.

“THA has fundamentally changed as an agency over the last several years, with new focus on development,” said Aaron Darden, THA president & CEO. “We continue to be the primary provider of affordable housing in Tulsa and we also understand the need to combat the affordable housing crisis we’re experiencing. We have a unique role to play in addressing that need and will continue to push forward towards creating a better Tulsa.”

THA’s housing developments in 2024 included:

  • Completion of River West, a 435-unit mixed-income community, totaling more than $179,000,000 across six phases
  • Groundbreaking and beginning of construction of Phase I of 36N, Phoenix @ 36N, which will bring 100 mixed-income units and over 3,000 square feet of retail space to North Tulsa
  • Significant renovations to preserve affordable housing at THA’s Pioneer Plaza, Mohawk Manor, Seminole Hills, Whitlow and Country Club Gardens properties

THA’s planned development for 2025 totals over 350 units and more than $125,500,000, with projects including more than 300 units of new construction and 60 units preserved through renovation.
