THA owns and manages 14 communities (11 family sites and 3 high-rises for senior citizens). Housing applications are made through the THA Public Housing Waiting List.
How do I know if I qualify for Public Housing?
• Is your income level within the guidelines on the table below? If so, you may qualify.
• Do you have a history free of drug and/or alcohol abuse or have you successfully completed a rehabilitation program? If so, you may qualify.
• Have you previously been a resident of THA, or another housing authority, and have an unpaid balance? If so, you may be required to enter into a repayment agreement prior to being approved for housing.

How Do I Apply for Public Housing?
To apply applicants simply visit the THA central office located at 415 E. Independence and ask for an application for Public Housing (or print the
application form and the
release form using Adobe Acrobat and bring it with you). The Central Office is open Monday through Friday, 8:00 a.m. to 5:00 p.m.
At the time of application, applicants need to bring the following information:
* Proof of Social Security number for all household members.
* Photo identification of all adults.
* Proof of birth of all minor children living in the household.
All adult members of the household must be present at time of application.
What happens once I have turned in my application?
THA's eligibility staff will review your application to make sure that you have completed all areas and signed in all appropriate places. Once this is established, they will begin the verification process which includes checking with your current and former landlords and employers. After you have been determined "eligible," you will be notified and your name will be placed on a waiting list.
How long will I have to wait?
Once your eligibility for housing has been determined, your name will be added to the waiting list for housing. When a vacancy occurs, you'll be notified and instructed on how to proceed next. You should expect to wait an average of 4 to 6 weeks for an appointment and up to 2 years if you qualify for a one-bedroom apartment.
How are vacancies filled?
As vacancies in THA Public Housing communities occur, an approved individual or family is selected once their name comes to the top of the waiting list.
At that point, an appointment is made for the applicant to visit the site. The Property Manager meets the prospective resident, shows them the apartment that will be theirs, and makes an offer of housing. If the applicant accepts, they pay a deposit, sign the lease, and are given a set of keys.
